"Conlang" stands for "constructed language". It's just a term for any artificial language made for any purpose: communication (Zamenhof's Esperanto), philosophy (Sonja Lang's toki pona), art (Tolkien's Quenya)...

Literally it's a fancier term for "made-up language"
